Manufacturies and Rationalism conditions harder to meet

Added a fallback spawn condition for Standing Armies. The AI seems to drill too little or slacken too much.
Increased Lategame institution penalties even more. (Central banks and later go to 75% and 100%)
Embracement cost now increases in later Ages. (+0%,+5%,+10%,+15%)

All institution tech penalties scale higher.
Spread for all institutions after Colonialism is slower.

Balance update:
Standing armies requires 40 army professionalism
Enlightenment now needs 6 completed idea groups
Slightly reduced static spread speed modifiers (buildings, ideas, etc.)
Slightly increased secondary spawn speed
Increased lategame tech cost
Added spread events for renaissance and colonialism
Improved graphics and tooltips
