MCT vs. MP

- Eighth or ninth hotfix to make sure MP works :)
- A couple auxiliary small bug fixes as well, that I don't really care to detail because I'm going to bed now

- Quick fix, this will prevent any giant UI breakage when text isn't found properly.

Third (fourth?) hotfix! Hopefully the final hotfix until the next full version.

- Fix for the "cached settings" mechanic; it should work 100% fine in every situation. If you have Mod A, save settings, disable it then reenable it, you will have your previous settings. If you have Mod A, and Mod A removes a single option, that will be cached without breaking anything. If Mod A brings that option back, the previous saved setting will be returned. If Mod A adds a setting under a specific condition (ie. playing as a certain faction), that setting will be saved in the background even if you don't have that faction played.

Next patch should come with more fledging of the cached settings system, so the player can actually view every cached setting without having to go into the settings files. It'll also come with aforementioned notifications fix-up

Another hotfix.

- Resolved some issues with "cached settings" (if a mod removed a setting, the settings file would basically completely break for that mod)
- Resolved a crash when opening the Finalize Settings popup with several mods edited

A couple hotfixes.

- When you get a "New Settings Found!" popup, the setting will properly be saved instead of trigger every single time you load up the game.
- Change the tooltip on options to be over everything (besides the actual option buttons), instead of just over the text.
- Change logging to have timestamps identical to those in script_log_xxxx.txt. This will make it easier to track down any issues and match it up with *where* something happened in MCT.
- Change popups and UI locking. When MCT is open, you can't interact with anything behind it; when a popup is open, you can't interact with anything behind that, including the MCT panel. This will prevent incredibly rare issues presented by interacting with the background.
- In a similar vein, popups can no longer be closed by pressing the "Esc" key. This tiny change was, annoying, 90% of the development time for this patch.
