-Changed S.A.I.L. message to reflect the removal of augment shields.

-Reduced size of shield item files.
-Changed method to detect for "Manufacturer's Touch", should help with accidentally using other mod's explosive damage that caused problems.
-Changed how shields are created to use more "memory parameters" rather than reloading every time, (I don't suggest to change them manually, only the ones in the "Item IDs" discussion).
-Shield creation is now faster, (should help with stuttering/freezing when killing bosses).
-Added "Spawnable Item Pack" support, (only level is configurable, not the elements).
-Shields are no longer augments. (Hopefully doesn't break already equipped augment-shields)
-Fixed some "Return to earth Overhauled" loot pools.
-Made "Pandora's box titans" bosses drop boss loot.
-Added an "admin" shielding staff, grants tier 50 shields and the charging zone gives 1B shields per second.
-Fixed some config options not loading on the interface. (was only visual)

-Fixed bug where sometimes NPC hand-shields would cause a fail and make them invincible.
-Changed Overkill:
-Increased drain per shot by 100%
-Now "Max Multiplier" is reached by 20% capacity instead of 0%, so it's a buff.

-New option:
-Configurable NPC shield chance in difficulty tab.

-Included The Sham's part limitations.
-Included Fabled Tortoise and Hoplite's part limitations.
-Fixed Fabled Tortoise speed, now makes you faster when depleted and 50% slower when active.
-Changed weapon-specific bonuses to include the general type:
-Law -> Pistol/Machine Pistol/Revolver.
-Hard Carry, Peak Opener, Toothpick -> Assault Rifle.
-Aequitas wasn't changed because you can give it to crew members, so it would just be too much.

Added parameters:
-shieldTypeIndex: Number of the shield type for the manufacturer, eg: Maliwan -> shieldTypeIndex = 1 (nova) or 2 (spike)
-elements: List of elements for the generated shield, only one is selected.
-element: Element of the shield, eg: "poison" for a poison nova.

-You now can't equip a shield in the stat card if you have a shield as an augment.
-Added filter to "Blood Anvil" to remove these shields if "Upgradeable Shields" option is disabled.
