Replaced usage of "allBuildings" with a MapComponent variable that is created/edited each time a detector building is built or destroyed. This improves performance of the workgiver.

Cleaned up leftover food code in towers.
It should now be fully removed with no more icons, building upgrades, or popups indicating food storage in the towers.

Scaria to manhunter packs: I had been looking in the wrong place for how Scaria gets added in the base game. It's not part of the ManhunterPackIncidentUtility.GenerateAnimals function, it's actually set in the event generation.
Improved performance: Altered how code decides to skip towers to prevent job thrashing. Significant performance improvement for disable and unworkable towers.
Quest bug fixes: Finally found the bug causing some quest RAID spawns to not appear when the timer reached zero.
