Fixed spawntables.

Added NPC note to the Mayor's house.

Fixed medic zombie loot tables. Adjusted how many MREs and attachments spawn. Added location to the ZAP! quest, and added a crashed helicopter in Clifford.

Fixed various object placements. Fixed broken quests. Posters should be in right order. Ranger bunker now has darkness node. Fixed cheeky money exploit with the stockroom manager ;)
