Fixed a bug with prisoners and made destruction of faction settlements affect their resource capacity.

Non quest mechanoid clusters now use the mechanoid's resources.

Added a failsafe, if the game wants a raid, it will have a raid no matter what. Even if all factions are out of resources. In this case the raid will be from a random enemy faction with the minimum size the faction defs allow. So usually like one guy.

Two new options:

Resource Gain Multiplier: Multiplies all faction hourly resource gains by this value.
Show Resource Gain: Displays how many resources each faction receives per hour on the faction screen.
