-Added in safety guard load on player turn begin to hopefully prevent some odds and ends cases where settings are out of sync (as reported from the Options Extension), and the potential fix pointed out by Fabulist
-Changed logic so that it commits Option state, which should allow users to change the state if it becomes our of sync for any reason

-Added in the ability to support option toggles through the extension mod, which should not impact the mod for those who have previously used it.

-Fixed a bug where an AI that you were at war with was eliminated from the game that caused the toggles to incorrectly change the Player's options.
