Additions:
- Technocracy gives +1 scientist but -1 official
- Feudal Realm and Royal Trading Company gives +1 official
- AI ring world empires will colonize the other ring world segments

Tweaks:
- League of Nations gives +1 official capacity
- Tempestuous Unification gives +1 commander capacity
- Meritocracy now cannot be taken with Aristocratic Elite
- Meritocracy now prevents you from using the Leader Enhancement policies
- Pooled Knowledge and Factory Overclocking give +10% leader xp
- Tweaked dark matter edicts to fit with new Dark Consortium edicts

Removals:
- No longer modifiers Military Academies and Dread Encampments
- Removed War Factories (may return in another form later)
