- compatibility update for 2.3.x

This is mostly just a compatibility update for 2.2.6.

- updated for Version 2.2.6
- made icons look smoother (this time for real)
- made sure the AI keeps the names of the specially named planets

pushing a minor update now as the next bigger one will probably take some time, as this is my first mod and i'm learning on the go
- rerolling the leader pool of the Mentak Coalition, so that they may start with some alien leaders in there
- changed the Jol-Nar from Egalitarian to Authoritarian as they have no qualms about enslaving alien species
- changed Humans from Quick Learners to Nomadic, so they are the same as baseline Stellaris Humans

- fixed Mecatol station weapon platforms not spawning correctly
- made icons look a little better
- Putting a cost on Latent Psionic caused some issues with psychic ascension, so it is cost 0 again. Instead the Naalu get a Natural Telepaths trait that will make them Latent Psionics at game start and also opens up some more options at psychic ascension.
