1.20 - Sunset Harbor DLC

Implemented support for the Sunset Harbor DLC:

- The fishing industry will have one (extended) work shift
- Citizens now will visit child care buildings and elder care buildings
- Fixed an issue that sometimes caused a reduced shopping activity
- Fixed an issue that caused some buildings to be in inactive state initially
