Major Patch Updates

- Adds Precursor FE technologies, allowing an empire to learn the secret engineerings of the fallen ones by winning the War in Hell. (Full Details will be explained in the Google Docs later)

- Adds some new buildings for hive minds and machine empires.

- Reduces the amount of jobs provided by Stellarite Reactor from 3 to 2.

- Adds an option to disable/enable AI Building Helpers.

- War in Hell will no longer be declared to an empire who is already in another War In Hell.

- To fool an FE using Deception 100 now requires a level 10 Ruler with Charismatic trait.

- FEs are now less childish about them getting salty over their defeats in the War in Hell. They will now talk like a 13 years old instead of 12.

- Stellarite and Omega-Tier M-Sized Plasma are less terrible at melting enemies compared to clearly superior, more elegant and deadlier Sundowner Cannons.

- Some contents from SOFE have been moved to ACOT, with some stat changes.

- Ohh Doppio... Watashi no kawaii Doppio.

- Fixes the oversight where psionic technologies look for your empire having made contacts with angry shroud spirits instead of the Shroud country.

- Temporary removes the Science Ship Raid Event due to some bugs that can't be easily fixed.

- SE-Tier Ship Section no longer costs Stellarite, but has energy added on top of the increased alloy costs (Ship Sections, NOT components)

- Stellarite Nexus Conduit no longer eats energy, just DM and DE. If you need to burn your energy, build Stellarite Reactors.

- Adds the missing ship computers for PAC and Gatekeepers.

- I AM CHARLIE VANE AND I LOST MY PLANE.
