- russian text fix
- rough riders use horses due to being cav replacement (i accidentially removed this)

the crash fix required me to remove +2 food for dead sea as well as niter spawning on desert floodplains... no idea why these caused it to crash when used with BBS

- also reinstated all the diplomacy votes coming earlier, as they don't seem to affect the diplomatic victory condition

- removed cav units (and UUs) requiring horses and maintenance costs, since firaxis did this themselves
- remove naval antiair buffs, since firaxis implemented this themselves
- removed aluminum on rainforests, since firaxis implemented this
- removed all edits to diplo victory
- France's guarde imperial requires 10 niter on standard speed (we think they missed this UU in thier resource reductions for UUs)
- removed river goddess, goddess of the hunt, god of craftsman, and goddess of festivals mods
- walls reverted to R&F values
