Added general setting to turn roof collapse globally on/off. Functionality can be disabled by forbidding the patch "Roof Collapse".

Caravans can interact with cities. Goto command for caravan and button with caravan selected when standing on the city tile.

Cities can be managed through the worldmap, trading and migration are disabled in that case.
