Faction balance:
- Mount of Zelevas will now grant +2% industry on system per pop type in empire instead of +5 inf per pop type on system
- United Empire Population Collection Bonus will now grant +1 influence per industry spent (cumulative with the original bonus due to emperor's will)
- Silken Diplomacy was replaced by Iron will which grant a +10% industry to all system when staying United Empire
- United Empire military choice of "A hidden Rebellion - Part 1" quest will now only ask the player to reach 800 maximum manpower on empire
- Sheredyn 50 population collection bonus will now grant +5 influence per 100 manpower on system
- Unfallen vining modules are now 20% faster
- Boosted DPS of Basic Plasma Beam to 11 (instead of 9)
- Leeching module will now also grant essence per destroyed cp in battle.
- Science from scrap will now grant 20 science per CP destroyed
- Hissho AI now has a base Honor income (stronger when under colonization threshold) depending on game difficulty
- Fixed the issue where Vampirilis specific tech Applied Casimir Effect and Dimensional Folding overlapped in the tech tree

- Restored Riftborn creation industry cost to its former value
- Dirty Hand Acts is now 50% weaker
- Corsair faction trait now only costs 5 points
- Free market experts will now grant only a -5% inflation reduction per trading company instead of -10%
- Converting a population into a new Horatio with Genetic Alteration Lab will now only cost 640 Industry
- Mezzari Population will now grant +0.5 influence and + 1 science per pop
- Mezzari Population collection bonus 2 will now grant +10% science on system with mezzari (instead of + 15%)
- Mezzari Population collection bonus 3 will now grant -10% technology cost (instead of -20%)
- Martial Science will now grant a + 10% science on Empire (instead of +15%)
- Sheredyn population will now grant +0.5 influence and +20 manpower capacity on system

Lumeris:
- Added a repeatable improvement to reduce inflation on the Empire by 25%
- Added an effect to tier 3 population collection: 5% of net dust added to influence
- Colonisation cost is now less imapcted by inflation
- Added 2 new traits to the faction:
-- "Skilled investors": -10% inflation per Trading Company on Empire
-- "Free Market": -50% on Marketplace tax
Vodyani:
- Added an effect to tier 3 population collection: +2 movement points on Fleets
- Unlocked Ark ship designs
- Added a natural conversion of Essence -> Manpower (5% of Essence consumed, granting the equivalent of 10% to Manpower)
- Added an "Essence upkeep" to keep track of consumed Essence
- Changed Vodyani food consumption: it will now scale depending on the proportion of Vodyani pops on the system, up to -50% like before
- Lowered advanced leeching module techs by 1 stage (they're now in S3 and S4 of Science and Exploration)
- leeching modules effects will now scale with hull size
- Lowered all % values of "All must..." modules
Horatio:
- Added a weapon restrictions on existing slots for the following ships:
-- Small attacker
-- Small support
-- Medium attacker
-- Carrier
- Reduced the custom faction cost of Perfect genes from 20 to 10
- Tweaked the Price of Perfection trait:
-- Industry malus has been reduced from 25 to 20%
-- Added a 10% damage bonus to ships
-- Reduced the cost of the trait for custom factions from -20 to -10
Riftborn:
- Biophobic trait will now add population slots on sterile and remove some on fertile
- Population cost for Riftborn now also scale on the empire-wide number of populations
- Added A star system improvement and an emprie improvement to add population slots on Sterile planets
Hissho:
- Observances can not be stacked anymore
- Hissho will now suffer a malus of 5% FIDS on their Home System (or Best System) for each system above over-colonization threshold
- Lowered over-colonization threshold by 1
Unfallen:
- Unfallen vines will now take time to recede even when incomplete

Accompanying tweaks:

Economy:
- Dust inflation will now impact ship upkeep
- Militarist super-law now doesn't grant an approval bonus for wars with Minor Empires
- Inflation formula now also depends on the number of players on a map
Trading companies:
- Costs of Dust/Luxury improvements are now more tighly linked to their types (there still is a base increase for each bought upgrade)
- Lowered Costs of Dust/Luxury improvements
Space Battle:
- Put some tactics usually found in curios inside the tech tree so as to remove effect that were too similar or situational
- Put some tactics that were in the tech tree but didn't fit with the new repartition anymore in curio
- Removed tactics playdecks granted in the 5th era of the military quadrant to reduce the clutter in the total amount of tactics
- Reduced / boosted the effect of some tactics
- Changed the position of some tactics in the tech tree

Hotfix 1.3.3
We are currently developing a patch with many fixes and improvements, but as it is still some time away and due to player requests on our forums, we are proposing a quick fix for the Hissho mining probe mining rate stacking. This should allow you to have more balanced MP games :)
Of course as soon as the patch is live this balance mod will go back to its intended purpose of trying out balance changes with you.
We're eager to hear what you think of the Hissho balance now that the issue is fixed!

Following player feedback, Dictatorship changes were re-evaluated:
- Law Slots reverted to 2 by default
- Dictatorships now have special versions of default Party laws
Weapon and Support Module update
- Shield damage boost in antimatter weapon was brought down to 25%
- Projectile enhancer Damage boost reduced by 50%
- Projectile enhancer critical hit chance reduced.
- Energy enhancer Damage boost reduced by 50%
- Energy enhancer critical hit chance reduced.
- Energy and Projectile enhancer strategic cost brought from 2 to 3
- Lenser modules will now grant 150 HP in addition to their usual bonuses;
- Jammer module will now grant an evasion boost in addition to their usual bonuses;
- Antipersonnel Defense drone now grant 150 manpower in addition to its usual bonuses;
- Hardened Shield Generators now grant 100 energy defense in addition to its usual bonuses
- Turret Recovery Fields now grant +10% critical damage in addition to its usual bonuses

- Raised the cooldown on EMP by 50%
- Raised the anti-EMP modules time lowering bonus to 20% instead of 10%
- Bigger is Better tactics brought down to +4% Damage per CP instead of +8
- Lowered Damage of Blast Effect Battery to 250 (instead of 650) (BOOM to boom)
- Lowered Blast Effect Battery damage to 50% on Medium and Large hulls (instead of 100%)
- Lowered Beam damage by 50% (PEW to pew)
- Lowered Laser damage by 25% (PEW to Pew)
- Raised Shield health by 50%
Governments revamp
- Federation: +1 System before Overcolonization per Hero on Empire, -20% Luxury Cost on Star System Upgrades
