Reworked political events effects:
- Reduced power for numerous Militarist events
- Reduced power for some Pacifist events
- Increased power for some Religious and Ecologists events
- Building a Wonder now always increases the religious ideology
Battle Rebalance:
- Double cooldown duration on duration on Boarding Pods so that only two pods will be sent by phase
- Double the duration of effect for each Pod and dividing the damage by two.
- Raising the anti-personal module resistance bonus to 20% instead of 10%
- Raised the cooldown on EMP by 50%
- Raised the anti-EMP modules time lowering bonus to 20% instead of 10%
- Bigger is Better tactics brought down to +4% Damage per CP instead of +8
- Lowered Damage of Blast Effect Battery to 250 (instead of 650) (BOOM to boom)

- Dictatorship: All 6 Law Slots unlocked, having more than 2 Active Laws will result in Influence cost penalties on Law Upkeep
- Propaganda now gives party-specific bonus to the System it's queued in and also increases the selected Party's experience
- Autocracy is now available for Custom Factions (Yaaaay!)
