Report a translation problem
First line is "Default" which is the basic spawn, that can be anywhere on the map, by itself it has a low value, but if you want to go lower, you can do 0.1/0.0001 or even lower, that won't be a problem.
So, if you check the files on the mod, which is located "steamapps\workshop\content\108600\3033928658\mods\TK\media\lua"
There is two folders, first is server>items - This file of distributions deal with the spawn of the items of the mod, where you can check the ratios for the item world spawn and the special zed spawn of the items, which can be actually edited on the sandbox options, but if you are curious, you can check it, it's not a formula by itself, it's just a value that lets you choose whatever value you want for the chances.
Second you have shared>NPCs folder which is the main one you want to check, the original mod did use a simple formula of "sandbox value x 0.000001" which was the value you choose on the sandbox options and gets multiplied by a large decimal number to reduce it and make it rare, regardless how big of a number you choose.
