Is the "Look for people of Import" while in the town menu new? Had it show up mid-game

Is it possible for factions in the two-tower war to randomly change sides? Had Harad fight alongside me as Dunland/Isengard this time instead of Modor, wasn't sure if it was a bug or something I did, but a welcome friend
