Problem and solution
This has been driving me mad for nearly two years. About five minutes ago I figured it out: light intensity. Specifically the light intensity setting in the Nevada Skies mod's MCM menu. It defaults to 0. Light intensity is effectively the "glow" of light. Think of it as "the other bloom". Except unlike bloom, which is a secondary effect added to a primary light effect, this "other bloom" itself is the primary light effect. Being set to 0 means that the proverbial light switch has been flipped to off.

The fix is simple enough. Open the Nevada Skies menu in the MCM, select "FX" and adjust as desired. Note that some other objects in the game use this effect as well--ESPECIALLY with mods--so you might be adjusting it up and down until you find a happy medium. A good starting point is, naturally, to set it to 1. You can adjust it up and down from there. Depending on what kind of mods you're running, you might try jacking it up to 1.5 from there. That gives them a really nice glow and so far hasn't had a noticeable affect on any other vanilla objects I've run into beyond what setting it to 1 had.
