Treads for your skid steer vehicles!

Adds in a brand new set of OTT tracks to install on your skid steer vehicles.

Currently just 3x3 for the small ship, as I wanted to get the proof of concept out into the wild.

These do not have any collision. You can only turn them on or off, and they will only run forward. Eventually this will get a dedicated script written for it, and other tracks in general.

Tracks are placed by an Armor Plate and Suspension wheels are placed on either side. Set Maximum Offset and an appropriate wheel strength. Limit the Steering Angle to 1 degree. Speed Limit should be 7.2km/h to match track speed. I recommend setting up Whip's Skid Steering Script to drive around.
