This gives you an Idea Category with massive boosts that players get by default, but you can turn them off. (Inspired by +Easybuff)
Now no longer gives it dynamically, AI countries will still have it on if you don't turn it off while tag switching. (To prevent lag)
Should be compatible with most mods (tell me if it doesn't work on a mod)
