Rework of Legation Cities

This mod is created for making the Legation Cities more playable and adjusting the territories of the Legation Cities more reasonable, So I replaced Amoy with Shantou and Fuzhou. China had two international Concessions Shanghai and Amoy in history, Shantou just a small town without any attractions for Western businessmen, Fuzhou is the capital of Fujian, China won't let it become a Concession, Fuzhou and Shantou become a part of the Legation Cities but Amoy not is very weird thing. And I cut the provinces that around Shanghai from the Legation Cities for making Shanghai more like a city but add more large demilitarized zone for Shanghai , Ningbo and Amoy.
For make the tag more playable, the Legation Cities will face a huge chaos by black Monday and the chaos of the league. And the mod design 5 major branches for various ideologies can appear in the legation cities:
1 syndicalism branch (have anarchism subject branch and pan-Asian revolution decisions)
2 pro-western localism branch (have social democratic(would join Entente) and monarch (would stand with German) this branch could get most positive effects from western support but without expanding focus
3 As a neutral cities ,it's most boring but most easy to adopt , and this branch keep most contents from original legation cities, AI legation cities also have highest chance to adopt this branch
4 Pan-Asian (pro-Japanese) branch ,this branch design for Japan influence and control Shanghai by cooperating with Chen Yi's Zhejiang clique (have subject branch that Japanese full dominated Shanghai or Chen Yi expel Japanese after Japanese kicked out other imperialist powers and getting enough investments and militarily aid from Japanese)
5 Chinese nationalism branch: ultranationalist take the scepter of Shanghai and build totalitarian system for taking down all great powers in China and unifying China. restore the ancient glory of China (this is the most impossible branch coz they should pay the highest price and without any foreign support)

In the original history , standard Mandarin Chinese was enacted by Nanjing government in 1930, a mix northern and southern Chinese had been enacted in 1920, but it's too unnatural to speak and spread, so Nanjing government use fully Beijing dialect as national language, although it's considered as Manchurianized Chinese by southern Chinese but Nanjing government is ruled by southern Chinese, so it's hadn't met the boycott from southern China. If Manchurian empire's Qing Government promote a pure Beijing dialect as standard Chinese and southern autonomous movement haven't been integrated by KMT in 1930s, Beijing's standard language should be boycotted by southern autonomous movement, and they would expand their influence by against Beijing's language policy and make their local language's standard alphabet for southern sinitic
languages speakers. Although Sun Chuanfang have conflicted with autonomous movement, coz autonomous movement tried to expel Sun's forces, but Sun should keep independent from Beijing government by using autonomous movement, After the failure of KMT's northern expedition and Restoration of Qing, autonomous movements hopelessly found they can't take down Sun and should corporate with Sun for against Qing and Zhili clique. And Sun also would give some promises in economic and civil realm for them, promote them in cultural realm, if they give up against his military regime. For boycotting Beijing's standard language policy, Sun and southern local interested groups make a local language's standard and use it to replace Mandarin Chinese city's name, So Shanghai was renamed to Zaonhe.
