On a similar note, the Fascist tree could have some branches focusing on what the core movement is: Neo-Confederates, American Nazis, Business Plotters 2.0, or what? Also, minor nitpick: the Voter Registration Act focus in the Fascist branch is kinda pointless, as you currently have it that when the Fascists take over, the rule-set changes to 'No Public Elections are Held'.
You have an interesting idea on making some things open to all ideologies. It's something I'll think about and may do down the road (not sure when).

Additionally, there's stuff like the US-Soviet Alliance/Shatter the Empires and the War Powers Act sub-branches that could also be shared with the Democratic branches, as those could be plausible alt-history paths that don't necessarily require a full switch away from Democratic to Communism or Fascism for them to happen (at least, that was the original intention PDX had in mind in their tree's design).
That aside, this looks all good. Keep up the work!
