During the tutorial keep agreeing to go with Sunny Smiles (continuing the tutorial) until at one of the water holes a Goodsprings settler will be being attacked by geckos, and once you save her talk to her and she will give you purified water and your reputation will increase.

Completing the quest Ghost Town Gunfight increases your reputation a lot

After Joe Cobb leaves the saloon or their argument is over, talk to Trudy and ask to fix her radio. The radio is behind the bar and needs a repair of 25 to fix. Trudy will give you some caps and your reputation will increase.
