Many AAA++ games just disable effects layer when you enter buildings.
But is hard to emulate when you have windows.
Fallout4 is nice exaple when you enter destroyed buildings you see some bug of rain inside.
Buildings that have loading/elevator just teleport you to different worldspace (like different planet) that buildings has no weather effects.
How about make squished bubble at 5km alt that rotate around planet and if you fly inside that bubble you will have effects like strong side wind.
