Report a translation problem
Most commonly what you're seeing is when you're trying to make outside connections using network types that don't support it (e.g. most custom networks, or networks with zoning).
The second most common reason is that you're using Network Anarchy and have the elevation setting set to something other than 'default'.
The third most common reason is that you're using a conflicting mod (typically one of the older mods that appear to work but in fact now quietly break things in the background).
