With 1.4, the new blocks will be moved to the new ID# set along with the new additions.
For the Tropical Starter, find the TropicalStarterOTG folder in your \ScenarioName\playfields folder and edit the playfield.yaml.
Search for: OTGBaseNew
Change faction to: Admin
For the Temperate Easy Starter, find the TemperateStarterOTGENew folder in your \scenario\playfields folder and edit the playfield.yaml.
Search for: OTGStarterBases
Change faction to: Admin
Then you will need to start game, go into Creative mode [use cm in console to toggle creative/survival mode].
Spawn the base. Set access code to each item (fridges, cargo, constructors, etc.) to 0000.
Use the Alt + O to save the POI and Overwrite it and save damaged.
Locate it in your \steamapps\common\Empyrion - Galactic Survival\Saves\Blueprints\idnumber\
Copy it and paste it into
\ScenarioName\Prefabs
