I wrote so many times about many issues related to modding.
The problem is that SCS like almost every other dev has probably low retention rate of their employees, and they don't have a proper coordination i.e. like there is nobody to do oversight or that person is constantly changed.
That's why there is no consistency as they constantly mess with files and change it for a sake of it. It's the same thing happening with Android development, or look at Windows.
