OWB - The Master Returns

This is a small submod which allows you to get The Master as a country leader once you form New Mariposa.
In the future I am hoping to add an event chain instead of just a decision to get The Master.

@Belisarius Sadly, I don't think so. I do not have time to work on this anymore due to other mod commitments!
