Old World Blues - Tlaloc Survives

Description
Requires Old World Blues (the fallout one)

This mod 'prevents' tlaloc from dying by changing the core loss rate from 1.12 per day to 0.00000000000001 per day (1 × 10^-14), so it technically still dies, but doesn't.
I also added a new decision for Tlaloc which kills it instantly (when taken) in case you change your mind. The AI shouldn't be able to take the decision.
