Unoriginal. Feels like it was made using a checklist but even then it seems unfinished due to a range of nonsensical game design choices.
The most noticable being the complete uselessness of most weapons. There's no point in playing it smart and choosing weapons with higher damage or better accuracy since the game simply allows you to carry less ammo for them and also gives you less ammo from ammo crates, there's a very strong meta of assault rifles (the best one being the one you unlock by killing hordes, quite easy to reach by the midpoint).
Another problem with the ammo is a seemingly non-functional feature. When you pick up ammo, it will list the ammo type picked up, but you can't pick up ammo for different weapons, even if they are chambered in the same ammo type.
Random encounters are almost always just a few random enemies with barely any resources or a dead body or two you can search, after a while you'll just begin avoiding them. Some of the more 'interesting' random encounters where you need to follow clues are usually broken and in the cases where they weren't they end with you finding a few enemies, that's it.
There's no point in hunting since it takes a lot of time the rewards you get (camp credits) are usually lower than the resources spent to kill the animals.
Progressing in the settlements unlocks new purchase options, but the next settlement you unlock will have better upgrades and weapons available for purchase (and you will reach this new settlement before unlocking everything in the previous if you aren't a completionist).
Many missions consist of either just killing a few enemies, fetching a few items or sneaking around for 5 minutes just to hear a conversation.
The game expects you to return to previous areas to complete newly unlocked missions but for fast travel you need fuel meaning you need to fast travel to a point in the middle, go get a jerrycan, refuel the bike and then fast travel to your destination (this takes about a minute, not much but it adds up).
At one point you lose all your items, if you had a full inventory of crafted items then you've lost at least 30 minutes of work collecting these items since most towns have a few dozen items of random loot. A warning before the mission could've sufficed. Another mission that was designed badly sees you go to a place to collect something and then abruptly extends the mission into a horde kill mission. If you take the wrong weapons onto the first part you will have difficuilty in the second part as you can't change your weapons mid mission (at least 2 automatic weapons are a necessity for killing hordes). In one other mission you are tasked with rescuing someone in a mine, at the end of the mine is the chamber where you need to free the hostage, but just above that chamber is a large horde with two nice shafts for it to drop down from. If you use firearms you will alert it and it will swarm the hostage forcing you to kill the entire horde before freeing a hostage. This is quite obviously not an intended sequence as the character will not comment on it (and he's quite the talker). Additionaly if you go towards one of the shafts zombies will spawn right in front of you at the bottom of the shaft, alerting the horde. On your way out you need to fight enemies, but the horde will somehow get alerted of their presence when they spawn forcing you to either fight both the horde and the human enemies in narrow tunnels or to run past them. I fought the horde the first time but the game did not register I killed it as I was in the middle of a mission so it is kinda pointless and a waste of resources as the money you get from collectiong bounties barely makes up for just the ammo and at that point I had already unlocked all the skills worth a dime. I understand hordes have areas where they will go or stay, but just this mission they could've despawned it or do something they've done in plenty of other missions and fast forwarded the time to night (when hordes leave their hideouts).
Some way of tracking which specific collectibles you're missing should've been included (perhaps with clues) because as it is you're never finding them all without a guide.
Even after you clear all ambush camps in a region, you'll still get ambushed: you're driving, a sniper laser appears and at that point you can't do anything, he'll shoot you and throw you off your bike in 90% of cases unless you're right next to cover. If you don't clear the camps first thing after arriving in a new region, you'll encounter ambushes every 5 to 10 minutes just by driving and exploring. Some are avoidable but some contain snipers or wires which will knock you down in 90% of cases making you waste your ammo, healing items and most egregiously, your time.
You'll be driving and a randomly spawned wolf pack will start chasing you, you can't outrun them until you acquire late game upgrades, and if the wolves are infected then even those don't save you. Happens way too often.
If you die and reload to an autosave, you still might lose resources that you used after the save was made. Haven't seen this with manual saves.
The hints are annoying, often times late (IE you've already cleared a camp but the game still shows you a tip that you should clear the raider camps, and they repeat themselves multiple times, even dozens of hour into a playthrough you can get a tip that gunshots attract enemies or the game pauses itself in the same frame where you were shot off your bike telling you you can repair it (thanks I guess?), oh and you can't disable them.
Most enemies drop terrible loot and it's almost always either sterilizer or rags (which means you won't run out of those any time soon but finding ingredients for actually interesting gadgets will take a while).
Almost all enemies in the game will use the same few bad weapons (the worst pistol, the worst semi-automatic rifle, the same AK and the same bad shotgun). The ones who don't use these are anarchists which are only part of a few side missions near the end of the game. The enemies should get stronger yet they don't (they try to increase the difficuilty by sprinkling a few heavy enemies with flamethrowers or the worst MG but they are a drop in the bucket as most will still use the worst guns).
And the story is not that interesting, it loops very often and it takes a long time to get anything interesting, for every interesting mission you'll do 5 fetch quests or 'go here, kill these people' quests.

I've listed plenty of issues with it, but if you go into it expecting an average open world experience (which this game most certainly is), you can have some enjoyment.

Too many DLCs for too much, without the DLCs the game feels lacking
