I was just searching for an answer on this. This is definitely an oversight on the devs' part. I'm running a princeps, and I have a spear and shield in slot one, and a gladius for slot two, but can't keep the shield between the two weapons. There should be a checkbox to keep the shield equipped between the two weapon sets. Very irritating.
