If it is kind of lower resolution far from center of the screen this is Foveating Rendering feature. We could add option to disable it (it is enabled for better performance)

I was getting a network error (only on steam) trying to download that update, i changed my download region and it worked

While 2 custom bots and feedeing account were not affected. Thank you for this in game experiences. Custom bots for sell on the internet they are trying to update it, but the dota and valve sucks so much that they cant detect even basics. What a shame
