If the issue is that the code is damaged, you should be able to contact the Steam support. If the code isn't working or something else, you'll have to work with Best Buy.

Valve doesn't control that.
And even if they did, they were lost in the mail so they would have no way to know what ones to cancel. Only Best Buy would have a record of the serial numbers on the cards (Serial number, not the code to redeem it).
Physical Steam Cards are through a 3rd party and no directly issued by Valve.
I was two days past the cut-off date for them to help.
This is not yet a steam problem, though. It's a best buy problem, and I'd strongly suggest just not using them, they're crap.
They're wrong of course: if you buy something from someone then that someone is responsible for providing the right product. You get the same kind of lame excuses with some car dealers or home appliances: it's often the "factory" or the "supplier" who are causing issues so obviously the buyer holds no blame. Which obviously isn't true: if they sold you a defective product then they're required to fix the mess.
If they can't they should be giving you a refund. Alas, seems BB aren't the most reliable resellers..
The stuff was lost in the mail. Well... means B.B. didn't deliver, and the postal service is at fault. If B.B. refuses to help resolve this then it's time to ask your bank to perform a chargeback or talk to a lawyer to see if they're willing to take the case.
That's about the best you can do.
If you paid in cash go down to the store in person and raise a fuss there. Demand to speak to management, not customer service.
Codes aren't in Valve's system until they are activated and VAlve is not going to cancel something thats been activated. If it hasn't been activated VBalve doesn't have it in their system and thusly cannot cancel.
I kinda get where BB is coming from but they're basically being asses about it and you just need to chargeback your payment or stop dealing with them over the phone and handle itt in person.
Proof that this is BS.
They have the serial numbers correct?
What stops THEM from contacting STeam and getting them Cancelled.
People should stop even suggesting it.
And the cards ARE in Steam's system, or rather the providers. They did get activated after all. Else you get send two nice colourful but entirely useless pieces of paper.
However, it's Best Buy who need to do so. Not you. Not Steam. Best Buy. Tell them, else demand a refund on your purchase. And don't get turned away by level 1 support. If they can't help you demand to get forwarded to level 2 (that's NOT "I want to speak to your manager").
Be friendly but stern. Nobody on the other side is at fault and they will not help you if you scream at them.
