short version, they are enforced by law to gather the data, especially in your case, since you are US resident.

And it's IRS regulations that businesses have to collect your tax information if certain criteria are met.

Steam/Valve aren't asking for the info, the tax man is... He's just doing it through the Steam market to make sure you are who you claim to be...

Federal law mandates that state Departments of Motor Vehicles, tax authorities, welfare offices, and other governmental agencies request your SS number as proof that you are who you claim to be. Any company that sells products or services that require notification to the IRS, including investment advisors; banks; real estate purchases; financial transactions over $10,000, such as automobile purchases; and other financial transactions

The form you have to fill out is an IRS form, ie the "tax authorities."

You ask your parents.

At 14, you still have a SSN and if you have a qualifying income, you still have to pay taxes.

They DO have a very LEGAL obligation to report user transactions to the IRS once they reach a certain threshold, being that they are a US company. What they don't need to do is let you use the Steam market. That is a privilege, not a right.

if i dont go over 200 items in one calendar year then do i still have to give my SSN?
please help i dont think my parents would be comfortable giving someone my SSN forget about doing it online

No. Also, don't give out your SSN without your parents permission, ever, it is the most important thing tied to you, and if it were to fall into the wrong hands it could do a lot of damage

You don't have to fill out the form. Just wait until January 1st to sell again.
