short version, they are enforced by law to gather the data, especially in your case, since you are US resident.

And it's IRS regulations that businesses have to collect your tax information if certain criteria are met.
Steam/Valve aren't asking for the info, the tax man is... He's just doing it through the Steam market to make sure you are who you claim to be...

You ask your parents.

At 14, you still have a SSN and if you have a qualifying income, you still have to pay taxes.

They DO have a very LEGAL obligation to report user transactions to the IRS once they reach a certain threshold, being that they are a US company. What they don't need to do is let you use the Steam market. That is a privilege, not a right.

No. Also, don't give out your SSN without your parents permission, ever, it is the most important thing tied to you, and if it were to fall into the wrong hands it could do a lot of damage

You don't have to fill out the form. Just wait until January 1st to sell again.
