I can clearly see that you don't know anything about what you're talking about. Following your logic, everyone who has an artwork on his profile doesn't have the right to claim it because he doesn't own the background image xD
As for the Daffy Duck image, yea, i don't own it.. but have you seen how many artworks are out there? How many of those people actually own the IP displayed on it? Pretty much 0%, and the Daffy Duck i have on my artwork is actually a drawing made by Carnage-Khan. Does he own Daffy Duck? I don't think so..
I worked with a user called Snaws, he said that, even before comissioning an artwork from him, that he doesn't work with copyrighted material. He accepted to make the artwork for me, and what he did isn't called copyright infringment, he modified the image, animated it.. it's free use, he didn't copyed the work from anyone.
I can say that i have the right to submit a DMCA report regarding my artwork, in fact, i have many friends who requested the same artist to make an artwork for them, all of them used, according to you ''copyrighted material'' from the Steam Market and Characters from TV Series they liked, and 2 of them got their artwork stolen by some other guy.. they both sent a DMCA report and both users who stole their artworks got theirs taken down.
Ohh, and for a fact, i can say that ''i created'' because i got permission from Snaws, the user who created my artwork, to use it under my name.
So just to clarify, you're trying to DMCA someone for using a Steam background and a Daffy Duck image that you state someone else made?
It sounds like you need to educate yourself on how DMCA works.
No, i'm trying to DMCA someone who STOLE my animation.. It's mine, i payed for it, i ain't trying to DMCA because of the background, a ♥♥♥♥ ton of people have the same background as i do, i ain't trying to DMCA him for using the same Daffy Duck image as i do. I'm trying to DMCA him FOR STEALING SOMETHING I PAYED FOR, THE ANIMATION ITSELF, do you think i got that animation right off the internet? Hell no, that thing costed money and hard work from Snaws, the one who made it FOR ME.

Carnage-Khan is a deviantart user who actually created the picture on your profile.

You claim you "commissioned" another person, a user named "snaws" to animate it for you.
Now you are claiming because you "commissioned" this from him that you own the copyright to it.
You do not. Carnage-Khan is the copyright owner of this specific artwork. Commissioning some guy to make it nod doesn't suddenly make it your property. That said, the image of Daffy Duck itself is trademarked by Warner Bros. which further muddles the ownership of it.
This is part of Steam's DMCA form. It states:
"By checking the following boxes and submitting this claim, I state UNDER PENALTY OF PERJURY that:
I am the copyright owner.
I am authorized to act on the copyright owner's behalf in this situation."
You are NOT the copyright owner. You are not authorized to act on the copyright owner's behalf.
So what you are doing is committing perjury and filing a false DMCA claim.

You have zero clue about how copyright works. You claim that someone taking a copyrighted work and then just making the head nod back and forth means that you now own the copyright.
The copyright holder of the image is Carnage-Khan, not you and not Snaws, the guy you claim you commissioned it from.
no one in the line has a sole copyright on this, not carnage, not snaws, not pato. the character is under copyright by warner, any recreation infringes the copyright.
it may be declared as accepted fanart until the point someone makes money with it, then it is copyright infringement and congrats OP, you confessed that someone received money for it.
