Report a translation problem
If you are getting a message you feel is in error then you can try a manual ticket instead.
Go to https://help.steampowered.com/en/wizard/HelpWithPurchase
Find the game, then click on "I have a question about this purchase". Explain the situation there and they will look into it.

Go to the Support page, select the game, choose " I have a question about this product", that allows you to write a manual ticket. Explain the situation, that you preordered the game and it came out on the 3rd and you want to refund it.
The automatic refund system has problems when preordered games finally release.
Before its not a problem to refund at any time but after release the automatic system often seems to use the purchase date for the 14 day rule instead of the release one.
But writing a manual request like i mentioned above usually fixes that.
I seem to recall things like that where they make the game playable early causing issues over the time limit before.

You are not entitled to automatic refund, but you can ask for extenuating circumstances.

Just to be clear here, your warning does nothing.
I'm not having a go at you, it's just that it CANNOT work. Why? Because there are MANY posts people make on these forums "just notifying" people of scams, PSAs, bugs, tips, and so on.
But it never wokrs because for a start only a TINY, TINY fraction of users use the forums. And even then those that do in majority don't read the stickies. I bet you haven't either, have you? Case in point (again, that's not a dig at you, I'm just demonstrating the point).
When you consider that your post will be seen by this small fraction of a tiny, tiny fraction before it drops off the front page to be gone for good and you can see why it cannot work. It doesn't matter how noble you think you're being. It's just fact.
In the forums, you'll constantly cross paths with the same users: the "regulars" and "helpers". Most of the people that come here, only do so because they ALREADY have a problem, so PSAs do NOTHING for them, because they already fell for it.
Of course, we're not even mentioning the fact that those are LOOSE threads, meaning they'll vanish from relevance after being buried in new threads. And if you can't get people to read sticky threads, imagine loose ones that aren't even on the front page.
So yeah... warnings and PSAs do nothing for these forums. Completely agreed with crunchy, once again.
EDIT: Sorry if I'm rambling, I'm exhausted. Hopefully I expressed myself correctly.
i have done all steps here and re3 is still on my list so.... we will see by the end of the day i guess
