Can moderators delete reviews?
I find it odd for a certain indie game that i have given a harsh negative review about turns up missing or deleted at least 2 times, I dont cuss or make disturbing remarks but simply mention how the game is a failure and how the company has burned some bridges in ditching 50% of there games when in early access with also mentioning the games they ditched as proof, I have not recieved any notifications for my removed review and was wondering if moderators have that power.

No, moderators do not have the power to remove reviews.

I do think they can if they break the rules. Which means mods can also delete them at will. This is at least my take on it. Maybe some games try to delete what makes them look bad. I dunno...?

Game moderators can't do it all they can do is flag it to be looked at by Steam staff.

If the Steam staff decide a review goes against the rules then it will be deleted.

Well, this is great then. Because steam staff wouldn't really delete reviews of games. So the why it disappears comes from elsewhere. The question is why does it disappear to begin with...?

Only Valve staff can remove reviews. Community mods, game hub mods and the developers cannot remove or modify such things. Any reviews that are removed by Valve sees the user receive a community moderation notification message as opposed to a Steam Support/Valve issued red notification. Removed reviews also say that a moderator has removed it which adds to the confusion but all in all; only Valve staff have the power with reviews.

Steam can delete reviews if they are inappropriate or not actual reviews

These can be one reported by the developer, or ones reported by users

A. Not directly. If you find abusive or offensive reviews written about your product, you can flag it as spam/abuse or off-topic. The review will continue to be listed on your store page, but in a collapsed form and marked as spam until a moderator can either delete the review or remove the spam flag.

That actually might be the reason it could be flagged as spam/inappropriate.

Reviews are not deleted by Valve unless they contain inappropriate or illegal content. In most situations they are locked and no longer show in the reviews (though they still count for the overall review score).

In my eyes if a indie online game is buggy or has zero anitcheats and has a history of ditching early access titles after they peaked than this info is considered a fair review of the current games state and the company name attached to it, Others have said i should have recieved a notification for the removal so maybe it just dissapeared.

There is a big diffrence between can and will, if they even have the power to do it, I don't think they will, they will probably just ban the review if it's in violation with the rules.

We have some of the best moderators, I personally trust that they do not delete anything, unless it's so bad they have to do it, and deleting reviews just for the heck of it or to help a developer, I don't see that happen, ever, that's not how the moderators we have work, they do not abuse what ever power they is granted by Valve.
