Steam itself does not sell keys and has no rules for that other then you are not allowed to use Steam itself the solicite you offers and Steam does not recommend to use cd keys for any trading purposes on Steam.
Whatever you're meaning with Steambots, but i can't imagine there are any reputable ones.
How do become a trustworthy seller?
By making contracts with publishers and developers, not by doing shady deals with possibly stolen goods.
And they still arent.
A reputable store buys keys directly from the developer and has permissions to sell them for a profit.
Anything else is a grey market a not a reputable site/seller.
It isn't about selling many items or games, it is about going the correct route to obtain them and running an honest buisness, where everything can be traced back to a reputable source.
Humble Bundle always got keys directly from the developers for their bundles and store.
As others said: Yes, Humble was, contrary to your claim, always a reputable and legitimate business. They didn't use the grey market but obtained their keys by games publishers.
Steambots on the other hand still haven't become reputable sources of games. You might get what you pay for, but you can say that about the shady guy at the train station selling cellphones, too. That does not make either one a good choice.
2. Humble Bundle gets its keys direct from developers/publishers requesting them from Steam. It is not a key reseller.
