I have gotten 1 foil pack in the 14 years I have been here so don't really expect it.

Anecdotally I'd they are 2-3x more common in boosters than as drops, but as stated above they are always a 1% chance.

Sorry but there is only 1 type of booster pack, he might have meant that he only got a foil from a booster in that amount of time (since it's that rare).

he also said "1 foil [..] in 14 years [he's] been here" ... over-exaggeration deluxe ... the whole system started in may 2013.

1% from any drop as already said .. is pretty much accurate, which i personally would not really define as extremely rare either. after 69 drops it becomes a probability coin flip to get a foil.
