Winter Sale 2016 is just around the corner and lotsa games shall be sold over half their original price I believe, so make use of it :P
I do however understand ur concern, to me the most important thing is that I can tell everyone around me that I bought the game while pointing at the box. When u bought something on Steam it looks stupid AF to point at ur PC -_-
Valve, however, can take action against an account with products on it if the user infringing on the subscriber agreement the user initially agrees to when creating an account (in addition to the privacy agreement, general terms of service, etc). There's lots to read up on and be aware of, it's all there for users to review -- even before a users account is created during the registration process.
In addition to your comment about half prices -- Steam, historically, has large events year-round that developers and publishers take part in by listing their products at incredible discounted prices that you wouldn't find anywhere else on any other platform. Historically, there's also a Winter Sale yearly (which is the Christmas sale), so I'd definitely be looking out for that for some good deals right before Christmas to send to friends, and family.

As long as you destroy any copy you have and you forward the medium and any documentation, it's perfectly legal in most countries, whatever the license may say. That was the gist of the Oralce court case in Germany.
However, if the game comes with a registration - as most hav for years, even before Steam - you're SOL reselling them.

In the EU, certainly. The first sale doctrine is applicable to software here. That it is ruled to be also applicable for downloads is rather new, but for physical media it has always been the case.
The most important part is that the original licencee is no longer able to use the software.
O i was not aware of that then
