Why not? I would assume the game supports pedals and wheels. The wheels universally use a joystick X axis for controll, and most pedals use the Z axis, as do most stick based throttles...
If the game supports wheels/pedals, unless the support is device specific (rare for a dev to do that) then there *should* be mo reason he cannot bind one of the axis to a controll...
Keep in mind, you can edit the controls.sii file to make a button use an axis control(for example, the "handbrake" is a knob you push/pull) but it won't work exactly as you intend. Trucks do not have a handbrake per se.
