SO it would help if you explain EXACTLY what you did at walmart because there is no such thing as posting money to an account from Walmart. The only way would be to buy a gift card from walmart and redeem that gift card to a steam account, and like ALL gift cards they are non refundable.

what did you do on Steam with it?
what expected you to happen and what happened instead?
Walmart absolutely does sell Steam cards, so either they were out of stock or the staff didn't understand.
But in any case, whatever ELSE you bunged that money on is clearly not anything related to steam so how on earth COULD they convert it? They have zero access to it to even verify it's there.
That's not how systems work.
If you had your bank debit card with £100 on, and you went to Valve and said "I want £50 transferring to you via steam wallet or card" they couldn't do it simply for the same reason - they have no access to your card. The only thing they can do is accept the funds when you make a purchase.
Banking nor transactions CANNOT work like how you think.
Whatever the grievance is here is down to Walmart, not Valve. You spent money on something that is NOT Steam and either they fix it or they don't.
Firstly establish who you actually paid and then what for. Nothing you have described remotely resembles how Steam operates.
Walmart does not put money on steam accounts. So you are very mistaken. They can sell you a gift card which YOU redeem. How exactly did the money go from YOU paying walmart to getting on your steam account?

Okay, this is what it sounds like happened based on your attempts to not describe what you did:
It sounds like you successfully added money to your Steam account. But you want to transfer that money from your Steam account to a gift card. That is not possible. You already added the funds to your account. It is not possible to transfer them anywhere. You should make sure that when you're adding funds, you are logged into the correct account.
There are many reasons why Steam does not allow the transfer of wallet funds to other places. The big reason is "money laundering", but also be aware that that once you have added funds to your wallet, you've basically bought store credit, and few places will convert store credit to cash unless they are legally obligated to do so.
You said the money shows on your account. Congrats, you have it.
If you complain to the Federal Communications Commission, they will most likely laugh at you and tell you they have nothing to do with retail stores. The Federal Communications Commission deals with, well, Communications. Radio, TV, Phone, Internet. Their main concern is air traffic control TBH, seriously, they get really nasty when you mess with air traffic control. But retail stores are totally outside their sphere of concern.

Now you've explained you're still out of luck. The agreement you agreed to here states clearly that money, once applied to the wallet is not returnable.
That's just how it goes - you made a mistake and while it's a harsh one, it is YOUR mistake I'm afraid.
You are welcome to obviously report to the better business bureau (or whatever it is in the US) but don't be surprised if they don't take a blind bit of notice as they will likely point out the contract you agreed to and say they cannot overrule that. And they'd be right.
Your ignorance on how things work is no ones problem but yours. But again, just gift your son the games he wants and voila! Mission accomplished.
