On the public Steam forum it's Global moderator.

For game forums, groups, and etc are just moderators.
Ah ok.
Someone sent me friend invite but i saw his profile was private and didn't accept.

No seriously, they're mods. In general, if they're on these boards, they're either the Valve mods, or volunteers. If they're on game specific pages, they're mods appointed by the game's dev or publisher.
If they're green, they're Valve staff - these are rare beasts indeed as they have a hands off approach here ... plus they tend to hibernate most of the time due to being engaged in deep hive-mind behaviour or something.
And if they have a username of "crunchyfrog" then they are a complete ♥♥♥♥♥♥♥ idiot and should only be approached with a pointy stick.
Here some tips to protect yourself on Staem, if anyone added you, or told you to add someone claiming to be a admin, mod, or etc, then that should be a red flag automatically because it's a scam someone trying to get you to add someone, and try to trick you into either giving items to them, or trying steal your login info by tricking you into giving it to them, by either you login on their phisihing link, or you telling them your login details. Please note Steam support will never ask for login details, nor will they add you, as Steam support only can be contacted by ticket only, they do not do friends chat, or anything outside of Steam, only by Steam ticket system no where else.
If anyone claiming to say they accidentally reported you, it's also another scam to try to get you to add someone, send your items off, or trying to get you to visit a phishing link.
If you encounter those kind of people on your friend list, then either A) their account got hijacked, or B) it's the scammer and you can simply visit their profile, click the more icon, and click report, and then block them, as that's all you have to do. Never share your login details, and there's no such thing as item duplication on Steam.
The reason i'm asking is because he responded to a topic about on a game forum.
Also his name is in Orange and he has a FIVE STAR next to his name.
Isn't he legit ? He even said he on the topic i made i sent me an invite.

Then that a game mod, for that forum only.
Yes that's the person i'm talking about.
So he's for real ? Any chance though his account was actually hijacked ?
Crap, i just removed him after adding him. Thought he might be a scammer.
Can i get banned if i removed him from my friends list ?
No, You won't really be banned. You can just say it was a mistake and re-add him or just proceed with your life and not really giving a da*n about it

The first friend request i rejected because i didn't knew who he was at the time. Today i found another friend request he sent me and i accepted it. But then i remembered the whole thing about scammers pretending to be moderators and removed him again.
Here's my salient advice over this matter.
Most of my friends on my friends list are people that requested me, and as such they're either people I've conversed with a lot on these forums (rarely in game), or complete unknowns.
So what do I do? I treat EVERYONE the same. I accept their request unless there's something obvious form their profile that makes them a potential waste of time.
They CANNOT do anything to you just by being friends.
If they start messaging you with daft messages or try to send you scam links, you can simply remove them from your friends list. Just don't clikc on anything they send.
It really is as simple as that.
They cannot damage you, and you cannot be banned for adding or removing people as you see fit. Your friends list is YOURS, entirely your own whims cover it.
