Pretty much yes. They've done it for you before as a courtesy that doesn't mean they are going to do it every time you ask. Your over the refund limit and they decided to not do an exception again.
Pretty clear.
You got a special break the first time ... Now you have to follow the same refund rules as the rest of us.

We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.
So all that is irrelevant here anyway, as you don't qualify for the refund in the first place. They even clearly told you this, apparently :
Don't buy games off sale, play them a bunch and expect to get a refund when they go on sale outside the refund window... even if it happened for you that one time.
This is the problem when you have a policy but make exceptions. Exceptions make a person happy sure, in that moment. But then lots of consumers decide the stated policy doesn't matter (see your post) and think the policy is exceptions will always be granted and should always be granted (for them). It's certainly a strong argument for no exceptions ever, because then you wouldn't be disappointed by a no... or complaining about what happened last time. Or what someone else got in a similar but different situation...
Only buy on sales, never full price.
read the post right above yours its in the policy that it is aloud and not abuse. I put my request within 24hrs of buying the game and stated in the request why and wanted to re-buy the game
The refund policy is quite clear. While you can request a refund in order to buy a game that has gone on sale, they are still allowed to refuse a refund if you are out side of the two weeks since purchase and less then two hours of play.
So if you have more then two hours of playtime, then you are out side the refund policy and Valve is with in their rights to refuse the refund.
By the sounds of it, you are out side the two hours of gameplay.
There is nothing in the policy about "within 24 hours".
I understand the policy. Perhaps you should re-read my post if we're all re-reading posts.
It's allowed to refund games for a variety of reasons, one of the reasons being it went on sale after you bought it. But the condition is, you must still be eligible for a refund. It's not a separate rule that ignores two weeks of ownership or two hours of play time. Hence my statement.
"You may have been granted an exception as a customer service gesture before, but this isn't something that we do on a regular basis."
And the other time that the someone did do it was 7 months ago so its not like i'm doing this every other week.
Technically Valve could make an exception after 1000 hours and two years of playtime as well, but they have their policy. If they policy states you get one exception, then that is what you used last time, the one and only exception they are allowed to give.
It isn't totally up to them. They still have an internal policy for dealing with such matters.
If you are making this up I hope the rest of Steam Mods don't go around posting false info.

You can still see the midweek Madness offers which last to Friday evening + the Weekend offers from Thursday evening.
If the game is not on sale I Chose to wait for the next Thursday or purchase it for the regular Price but 75% i wait for the next thursday
