You can try to see if Streaming is enabled on Steam, if so disable it then try..
Or instead of using the gamestream whatever that is as i dont use NVIDIA's GFE Bloatware, you could instead use Steam Link on your phone, unless gamestream has something specific you need.
But yeah, thats all i can think of.

i suppose they could be using the same ports or something..
other than trying a clean uninstall/reinstall of the drivers and software with DDU in safe mode not really sure what else you could try.

I have been having the same problems with steam crashing while using gamestream. I even have to restart the computer before steam will start working again even after the gamestream is closed.
Steam crashes every time it's launched or already running through gamestream. Each time a crash happens I can find a core dump in the steam directory. Steam works perfectly without a gamestream session. After a crash the only way to restart steam is a reboot or delete the "virtual usb device" created in the control panel of windows 10.
Steam Menu > Help > Steam Support > Steam Client > Steam Client Crashes > Contact Steam Support
Report the problem you are having with the client crashing there. The more people report it there the more likely it will get fixed in a more timely manner.
latest update mentions something with nvidia gamestream.
I just now tried it. It does not look like it fixes anything.
Also tried it. Still crashing.
