Is data mining steam allowed?
I'm planning to write a program that would get info on prices and sale quantities from steam market for analyzing. Is such a thing allowed given that it's even possible? This program wouldn't buy/sell anything, obviously. Purely reading information.

Prices are easy and there are many sites that do that already. Sale quantities is not possibe as such information is not available and Valve has taken steps to prevent accurate estimates (most user's profiles are set to private by default or their game and game acitivity is hidden by default).

I suggest SteamDB[steamdb.info] if you are interested in prices as they have that information already as well as other infromation.

But no, I am not aware of any rules prohibiting the gathering of such information, if it is publicaly available.

I would agree that collecting information by using the program that you mention you will write would be fine, as long as it does not actully automate or modify any marketplace process. Here is the relevant text from the SSA :

Valve handled ~30 million transactions of normal Steam Awards 2018 trading cards and potted ~$620k for doing so. 2 weeks to go.

this is public data, you are free to compile public data to whatever you want.
