Claim Derelict

1) I thought I saw the option to do this but I'm missing it now. Can someone point me towards how I can take over a derelict ship as my own?

2) And can I capture functional ones?

1) Derelicts as a general rule cannot be claimed.
There are a few derelicts which are exception. Only these ones can be claimed.
Once you deny claim on a derelict it will not have the option to be claimed again.

Note, you can just plop a new 'ship' down from the enter the map screen when you drop out of hyper.
This lets you build whatever shape you want. Hell, last run I didn't like my block, enlarged my canvas of OG ship and also added a new 1x1 ship. Said 1x1 became a bunk house and storage area as I ripped apart the OG ship completely and rebuilt something...nice.
