GPU requirements are quite low as well, they do a good job managing overdraw.
I can't speak for this game, I bought it on Xbox One. Same engine, so I assume all of the technical analysis I did on Far Cry 5 still applies here though.
EDIT: Or buy a less powerful GPU, I suppose. One of those will do the trick for the OP.
I have a ryzen9 3900x 12 core processor and the game runs like a top compared to others i dont have any issues getting 75 fps smooth and if i turn off the vsync i get insane framerates as well so i am gonna rule out your 4 core theroy

You're angry because the game's not GPU-bound. I've been performance patching games for years, and this is the craziest thread I've ever stumbled into.
If you want GPU load% to go up, you either need to increase the framerate beyond VSYNC limits or lower the GPU clocks. But neither is a goal that any sane person actually sets out with.
I have tried everything with no success (even tried with rebar on/off).
