Yeah, I agree about it not being worth it. It worked fine until A17, but now the All for One/Repro/zero build doesn't seem to scale fast enough.
I do not recall having any debuffs at the time. It was very early in my run that I noticed it. About lvl 4 I believe, and I was not fighting the whisky monster. I have no mods installed. I will endeavor to link video if I notice the behavior again, which I should have done in the first place.
To further clarify, there is literally no effect in the entire game that would cause playing the card to not immediately increase your strength and dexterity (though the focus drop can be prevented), as shown by the buff/debuff icons under your character changing, and there is only one effect in the entire game that makes your current strength and dexterity not affect your cards immediately, which is the debuff from Panic Button (which causes the game to treat you as having negative infinity dexterity rather than actually preventing cards from blocking).
There is one effect (Weak) that can cause +1 strength to not change the damage a card deals, although there are no effects other than Nemesis' intangible that would cause +2 strength to not change a card's damage.
